Looking at the hind legs of the upper kitty I would say that it has just spotted something interesting, by way of food or game, and is about to carefully accost it. By contrast the lower kitty being a fattish glutton is wondering in low spirits about a decent finding within its reach.
Why, now that wilderness is becoming rare, I would not be surprised to see even... foxes strolling in city streets, gathering particularly around midden...
