Unfortunately, this is our City Hall. Does anybody know what the black pattern on the side is supposed to represent (other than a final touch of ugliness on an already despicable construction)?

The building is a feast of the eyes! As for the figure, it looks to me like an executioner at task bent forward to strike the decisive blow with his raised right hooked hand.
