Yes but no

The building in the centre of the photo is the Hotel Si Mais Non in Outremeuse. Its name literally means Yes But No, but it's a wordplay on Georges Simenon, Liege's, most famous author, creator of the character of Police Commissioner Maigret.

Clever. I wouldn't mind spending the night there. It seems to be right in the center of the action.
